लंबे इंतजार के बाद उत्तराखंड को मिले ये दो नए सूचना आयुक्त
देहरादून: आखिरकार लंबे इंतजार के बाद प्रदेश को दो नए सूचना आयुक्त मिल गए। सरकार ने सूचना आयुक्तों के रिक्त दो पदों पर पूर्व आइएएस चंद्र सिंह नपलच्याल और पूर्व आइआरएस जेपी ममगाई को नियुक्त किया है। इन पदों पर गैर नौकरशाह और सामाजिक क्षेत्र के दावेदारों पर पूर्व नौकरशाहों को तरजीह दिए जाने के सरकार के इस कदम को किसी भी तरह के विवाद से बचने के साथ में क्षेत्रीय संतुलन साधने की कोशिश के तौर पर देखा जा रहा है।
यह बात अलग है कि सूचना आयोग के अस्तित्व में आने के नौ साल के इतिहास में ऐसा भी पहली बार हुआ कि आयोग में मुख्य आयुक्त से लेकर अन्य दो आयुक्त सभी पूर्व नौकरशाह हैं। प्रदेश में लंबे समय से सूचना आयुक्तों के पद रिक्त चल रहे थे। इन रिक्त पदों के सापेक्ष 170 लोगों ने आवेदन किया। नामों की छंटनी के बाद 115 नाम चयन समिति के समक्ष प्रस्तुत किए गए थे। इनमें साहित्यकार, समाजसेवी, चिकित्सक, पत्रकार व सेवानिवृत अधिकारी शामिल थे।
चयन समिति में मुख्यमंत्री त्रिवेंद्र सिंह रावत के साथ ही नेता प्रतिपक्ष डॉ. इंदिरा हृदयेश और कैबिनेट मंत्री मदन कौशिक शामिल हैं। सूचना आयुक्तों के रिक्त दो पदों के लिए दावेदारों की लंबी-चौड़ी फेहरिश्त होने की वजह से सरकार को चयन में काफी मशक्कत करनी पड़ी। इस समिति की पहली बैठक मई में हुई थी। इस बैठक में गहन चर्चा के बावजूद भी किसी नाम पर सहमति नहीं बनी। इसके बाद एक बार फिर यह बैठक बुलाई गई लेकिन नेता प्रतिपक्ष के न पहुंचने के कारण इसमें कोई निर्णय नहीं हो पाया।
समिति की तीसरी बैठक 11 जुलाई हुई थी। तकरीबन दो घंटे तक चले मंथन के बाद एक बार फिर इस पर कोई निर्णय नहीं हो पाया। खासतौर पर सामाजिक क्षेत्र में सक्रिय दावेदारों के नामों को अंतिम रूप देने में कई तरह से उठ रहे विवादों को देखते हुए सरकार ने पूर्व नौकरशाहों पर ही भरोसा जताया। शनिवार शाम मुख्यमंत्री आवास में चयन समिति की बैठक में सरकार ने उक्त दोनों पूर्व नौकरशाहों की नियुक्ति का रास्ता साफ कर तकरीबन तीन माह बाद प्रकरण का पटाक्षेप कर दिया है। हालांकि पूर्व नौकरशाहों की नियुक्ति में भी हाई प्रोफाइल संबंधों की भी अहम भूमिका बताई जा रही है।
